Questions change every year. The history has to survive it.
A survey tool stores an answer against a question's text or its position on the page. Reword question 34 and last year's answer is orphaned; insert a question and every row below it shifts. This portal stores answers against a permanent ID and versions the wording separately, so the programme can rewrite the questionnaire as much as it likes and every prior answer still lands in the right place.
